APPROVAL OF CONSTRUCTION AND LANDSCAPE

The rules of our community require that any change or improvement to the exterior of a dwelling or lot be approved beforehand by the Architectural Committee. The only actions that do not require approval are repainting in accordance with the original color scheme, or rebuilding or replacing in accordance with plans and specifications previously approved by the Board. However, it is recommended that all lot owners check with the Architectural Committee before proceeding with a project to see if there is any uncertainty as to whether or not Board or Architectural Committee approval is required.

LETTER OF AGENCY

A Letter of Agency allows the San Diego Police Department to act as the agent for the owner of private property for purposes of enforcing laws against any person(s) found on the property without the owner's consent or without lawful purpose. This is an extremely useful tool and is strongly recommended for vacant properties, vacant lots, businesses or any properties upon which public nuisance activity and/or crime problems, including transient activity, drug activity, prostitution, graffiti or general trespass are occurring. This form must be renewed every SIX months to be effective per Penal Code section 602. Please submit the completed Letter of Agency form via email or to your neighborhood police station. Our Police Division is Eastern on Aero Drive.

*Important Note: A sign indicating a Letter of Agency is on file with SDPD including the address of the property is necessary in order for SDPD to confirm the validity of the Letter of Agency and respond accordingly.

OWNER REGISTRATION FORMS

To provide information for Association gate controls, security, and other essential records, each lot owner is responsible for keeping his/her own information up to date.

If you have not done so already, please complete the Owner Registration Form.

Existing residents, please fill out the same form whenever you have a new car, new person in the household, new email or telephone number, etc.


MEMBER CONSENT TO ELECTRONIC TRANSMISSION

As a member of the Alvarado Community Association, you must provide written consent in order to receive official communications from, and to send official communications to, the Association via electronic transmission (fax or e-mail).

The Electronic Transmission Consent Form will allow the Assocation to send you meeting notices, budgets, and insurance information, and to provide you with copies of other Association documents by electronic transmission.

COMMUNITY PARK EVENTS POLICY

Please review policy in its entirety (updated March 2023) in section 3.11 of our Rules. Private functions for are on a “first come, first served” basis. To reserve the Community Park, complete and submit the Park Reservation Request form. Tables and chairs stored in the park shed are available to users. The lock combination is available on request. Our “Private Party” sign in the shed should be posted between the street and the party location. We have 6 round tables measuring 5' (on a rolling cart) and 3 rectangular folding tables at 6 ft. There are 32 folding chairs (on a rolling cart) & 45 stacked chairs. There are 3 pop up tent covers.

Please be aware that no toilet facilities are available in the park and Port-a-Potty’s can be rented for about $105 by calling So Cal Industries 800-850-8871. They should be placed near the curb line. Large inflatable bouncys, public address systems, and music (both live and recorded) are permitted. A 110 electrical outlet is available from an outlet at the rear of the Gazebo by the Tot Lot and next to the Arbor Walkway in an elevated box on the Dog Park side.

Any violation of the rules may be reported by filling out the Park Rules Violation Report.

*Users are responsible for returning used items to the shed in clean condition, exactly as found, locking up, & removing trash. Users are subject to additional charges for any damage in excess of normal wear and tear to the Park or any items used.


GARBAGE COLLECTION

Alvarado Estates does not use the garbage services of the City of San Diego. Instead, we use EDCO, a private company. Neither Alvarado Estates nor EDCO provide trash containers, so residents must supply their own. While 30-gallon and smaller containers may be used, EDCO's sanitation workers prefer larger containers that can be used with automated lifting systems. Containers can be purchased at home supply stores or online retailers.

Unlike city garbage collection, which alternates weeks for recycling pickups, EDCO collects all garbage, recycling, and green waste every Friday.

Containers may be placed curbside Thursday evening and should be removed no later than Saturday morning. Garbage and recycleables should be placed in separate containers. Green waste should be placed in garbage cans or bound with twine — garbage bags are not allowed.
